Current conditions on labour market - the sign of prosperity or forthcoming crisis?

Every politically active person would be happy, if the rate of uneployment in his country would be between five and six percent. After many years of economical crisis in Europien Union, when this rate was usually above ten percent, but in some countries even much higher - around twenty and more percent, these days conditions finally changed dramatically and employers are again open to gain new and new employees, instead of giving them a notice.

In countries as Czech Republic or Germany, where's this trend the most visible, came hand in hand with it also a warning signal for future aiming of employee problematic. We and our neighbours are oriented to heavy and car industry, in some professions is already visible lack of employees - for example workman's, designers, etc. Bad situation is also in textile industry.
There is a potencial threat, that the development of economy will decelerate the lack of employees.
Is that the era of welfare or upcoming crisis? The highest rate of employment is advantageous for the country's budget, but is also limited by the amount of capable workers. Workers from abroad are still not so often that they could fulfill the demand and at long-term unemployed people is no hope they'll change their status.

So there's the major question, how to solve this specific problem, if just to wait or make a radical decisions.
The situation, however, seems like a progressive, rapidly increasing problem, which is necesarry to solve as fast as possible.
